Jamaica Launches Revised Medical Cannabis Industry Licensing System

The Jamaica Cannabis Licensing Authority (CLA) is part of the Caribbean nation’s Ministry of Industry, Commerce, Agriculture, and Fisheries, and oversees Jamaica’s emerging cannabis industry. The CLA was established in 2015 under the Dangerous Drug Amendment Act, and was tasked with “a specific role to establish and regulate Jamaica’s legal ganja and hemp industry.”

According to the most recently published data from the CLA, regulators in Jamaica have issued 166 cannabis industry licenses. Another 18 applications are “at the licence granted stage in the application process and are awaiting the payment of license fees for issuance,” and “36 applications are at the conditional approval stage of the application process.”

Jamaica’s Cabinet recently approved additional cannabis industry regulations, which are aimed at improving the nation’s licensing system and expanding access to the country’s emerging cannabis industry. Authorities announced this month that the improved licensing system has officially launched.

“The Cannabis Licensing Authority (CLA) has officially launched its Medical Cannabis Special Permit Programmes, an initiative designed to strengthen access and inclusion for traditional ganja growers within Jamaica’s medical cannabis industry.” reported Jamaica Gleaner in its local coverage. “These programmes will be implemented under the recently gazetted regulations governing the CLA’s operations.”

“Our government is committed to building a regulatory framework that is transparent, efficient, and supportive of businesses. We aim to strike the right balance, ensuring public safety while fostering innovation and investment,” stated, Minister of State in the Ministry of Industry, Investment and Commerce, Delano Seiveright, according to the outlet.

Jamaica offers three options for cultivation licenses:

  • Tier 1 – Cultivate up to 1 acre (4,047 square metres) of land with ganja for medical, scientific and therapeutic purposes.
  • Tier 2 – Cultivate between 1 and 5 acres (4,047 – 20, 235 square metres) of land with ganja for medical, scientific and therapeutic purposes.
  • Tier 3 – Cultivate over 5 acres (20,235 square metres) of land with ganja for medical, scientific and therapeutic purposes.

Additionally, two options for processing licenses are available for applicants:

  • Tier 1 – Process ganja for medical, scientific and therapeutic purposes, including the manufacturing of ganja based products, in a space of up to 200 square metres.
  • Tier 2 – Process ganja for medical, scientific and therapeutic purposes, including the manufacturing of ganja based products, in a space of over 200 square metres.

Transport licenses and research and development licenses are also an option. Lastly, the following types of retail licenses are available:

  • Retail (With facilities for consumption)
  • Retail (Without facilities for consumption)
  • Therapeutic
