Ukraine’s medical cannabis legalization law took effect in August 2024, with Ukraine’s Parliament having initially approved the public policy reform measure back in December 2023 and the nation’s President signing it into law in February 2024. Like all nations that have legalized a medical cannabis industry, it took time for Ukraine to go from approving a legalization measure to actually dispersing medical cannabis products.

“In order to implement the Law, the Ministry of Health team, together with the Ministry of Agrarian Policy, the State Medical Service, the Ministry of Internal Affairs, the National Police and other executive authorities, have developed by-laws that regulate all processes in detail and will allow the patient to receive medicine from medical cannabis.” Ukraine’s Ministry of Health stated in a news release announcing the legalization of medical cannabis at the time (translated from Ukrainian into English).

“In order to ensure the cultivation of medical cannabis in Ukraine, licensing conditions have been developed, which will soon be considered by the Cabinet of Ministers.” the Ministry of Health also stated. “Also, the entire chain of circulation of medical cannabis, from import or cultivation to dispensing to a patient in a pharmacy, will be subject to license control.”

Ukraine’s emerging medical cannabis industry passed a major milestone in recent days, with the first legal medical cannabis products being distributed to suffering patients.

“On June 11, the first patients in Vinnytsia were given medical cannabis-based drugs by electronic prescription: a patient with multiple sclerosis and two veterans with chronic neuropathic pain and phantom pain after amputation. Doctors wrote e-prescriptions for a drug based on delta-9-tetrahydrocannabinol in the form of hard capsules to all of them. In the future, the doctor will adjust the therapy.” Ukraine’s government wrote in a news release (translated from Ukrainian to English).

“The practical result of the enormous interagency collegial work done together with the Ministry of Health of Ukraine, the Committee on National Health, Medical Care and Medical Insurance, other government bodies, expert and patient communities – the Ukrainian Medical Cannabis Association and Patients of Ukraine – is obvious: the mechanism has worked, and patients have access to treatment in accordance with the best international practices.” the news release continued.

“Currently, there are already pharmacies in Ukraine that have the necessary licenses to work with such drugs, and their number will gradually increase. At the same time, the state, represented by the State Medical Service, ensures strict control at all stages of circulation – from production and import to the dispensing of medicines to the patient.” Ukraine’s government added.
