One of the key components of Germany’s adult-use cannabis legalization model is permitting cultivation associations to operate. Cultivation associations involve adult members joining licensed cultivation associations and sourcing cannabis products legally. Malta also permits adult-use cultivation associations.

Aspiring cultivation association operators could start applying to local authorities in Germany on July 1st, 2024. Since that time, a total of 357 applications have been approved according to the Federal Association of Cannabis Cultivation Associations’ (BCAv) most recent data. BCAv also lists that 791 total applications have been submitted to date.

Meanwhile, on the medical cannabis sector side of the industry in Germany, the Federal Institute for Drugs and Medical Devices (BfArM) recently published new medical cannabis import data for the third quarter of 2025, and imports continue to surge.

In the third quarter of 2025, Germany imported 56.915 tonnes of medical cannabis products according to BfArM’s data. In addition to the Q3 2025 data, it appears that BfArM has updated Q2 2025 totals from an initially reported 43.257 tonnes up to 47.706 tonnes. Below is a graph of current import totals from BfArM:
