What Germany’s Cannabis Evolution Means For Europe
Over the course of the last decade, Germany’s cannabis laws and regulations have undergone a historic transformation, and with it, Germany has become the undisputed cannabis industry champion of the European continent.
Germany serves as the largest legal cannabis market in Europe, and is the top destination on the planet for medical cannabis product exports from other legal markets. In just 2025 alone, Germany imported over 201 tonnes of medical cannabis products from other countries. That is in addition to medical cannabis produced domestically, the level of which increases with every passing year.
The German cannabis movement is more than just a national industry; it is also leading the political charge to reform cannabis policies at the continental level. The continued success of Germany’s approach to cannabis policy and regulation is increasing the momentum in other European nations for similar policy modernization efforts.
Dr. Adrian Fischer, co-founder and CEO of Demecan, the only independent German producer of medical cannabis with Europe’s largest indoor cultivation facility, recently provided a keynote address at the International Cannabis Business Conference held in Berlin, Germany. Dr. Fischer opened the conference with a strategic perspective on how Germany’s regulatory transformation is redefining the European cannabis market.
