Does Cannabis Legalization Reduce Food Insecurity Rates?

Adult-use cannabis legalization is a sensible approach to cannabis public policy that yields many direct benefits to society. For starters, it keeps consumers from being needlessly subjected to cannabis prohibition enforcement. Cannabis consumers should be allowed to be productive members of society instead of having their lives ruined after being caught with cannabis.

That, in turn, allows governments to shift criminal justice resources to more worthy causes. Law enforcement officers, courts, and incarceration facilities can be focused on fighting real crime instead of being dedicated to locking up people for possessing a plant that is exponentially safer than alcohol.

In jurisdictions that permit recreational cannabis sales as part of their legalization models, job creation is a major benefit. This includes job creation in rural areas, where such employment activity is often harder to achieve. Another benefit of a legalized industry is revenue generated through taxes and licensing fees. For example, in the United States, adult-use cannabis sales have generated over $28 billion since 2014. That public revenue is used to benefit all members of society, not just cannabis consumers and industry members.

Indirect benefits of adult-use cannabis legalization are starting to be explored by researchers at an increasing rate. A recent example is a study conducted by Xiaowei Zhang from the Department of Applied Economics at the University of Minnesota. The study focused on the potential impact of legalization on food insecurity rates. Findings were presented at the 2026 Agricultural & Applied Economics Association Annual Meeting.

“While substantial research has focused on the economic and social impacts of legalization, relatively little has explored the relationship between recreational marijuana legalization (RML) and food insecurity—a critical indicator of public health and economic stability that affects millions in the United States. This paper fills this gap by empirically examining the impact of RML on food insecurity.” the study’s author wrote.

Food insecurity occurs when someone experiences a lack of reliable access to sufficient safe, affordable, and nutritious food that is required to live a healthy life. The United States Department of Agriculture has published the following definitions for food security and insecurity:

  • High food security: no reported indications of food-access problems or limitations.
  • Marginal food security: one or two reported indications—typically of anxiety over food sufficiency or shortage of food in the house. There is little or no indication of changes in diets or food intake.
  • Low food security: reports of reduced quality, variety, or desirability of diet. There is little or no indication of reduced food intake.
  • Very low food security: reports of multiple indications of disrupted eating patterns and reduced food intake.

“RML might affect food insecurity through several channels. On the one hand, legalization can improve food security by creating employment and income opportunities through the expansion
of the cannabis industry (Brown et al., 2023) and by increasing access to public assistance programs due to reduced stigma and fear of legal repercussions (Mueller Smith et al., 2023).
Additionally, the therapeutic benefits of marijuana, such as pain relief and anxiety reduction, improve work productivity and income stability (Webb & Webb, 2014; Luque et al., 2021).” Xiaowei Zhang wrote.

To be fair, the study’s author also cited ways that cannabis legalization could contribute to food insecurity rates, although the reasons largely hinged on anti-cannabis talking points, such as cannabis consumers developing mental health issues due to their use and not being able to work as much.
